Future of Earls Court revealed in updated masterplan

Today we are delighted to launch our updated masterplan for the ambitious redevelopment of Earls Court, responding to what we have heard since our last consultation in February.

Our all-new exhibition showing you what’s changed and what is new in the plans is now open at our Conversation Corner space on Lillie Road, SW6 with two fully updated 3D models, computer generated images and information boards.

Today’s proposals reveal a 20% increase in open space and a 10% reduction in the amount of development compared to the plans shown in February.

Key benefits of the whole masterplan include:

  • 4,000 new homes (targeting 35% affordable across all tenures).
  • 2.5 million sq ft of workspace available and delivering around 12,000 new jobs.
  • 60% of the site will be unbuilt, and plans include a generous network of Exhibition Gardens and open spaces.
  • Three large new cultural and performance venues, providing an ecosystem for the future of creative talent.

    With an ambition to go beyond net zero, Earls Court will be home to one of the UK’s largest zero carbon energy sharing networks. The latest proposals demonstrate how the place is set to re-emerge as a destination to discover wonder, a home for creative talent and a showcase for one of the fastest growing industries in the world – clean and climate tech.

    Our materials and the model are available to view at the new and improved Conversation Corner (in the former Metropolitan Police Heritage Museum on Lillie Road, opposite Hotel Lily), which will be open four days a week until Saturday 1 April:

    • Thursdays and Fridays: 3pm - 7pm

    • Saturdays: 11am - 3pm

    Architects appointed to accelerate delivery of the first phase of Earls Court masterplan

    Following a series of design competitions over the summer, The Earls Court Development Company (ECDC) has today, 28 November 2022, announced the appointment of three teams of architects to deliver innovative, engaging and sustainable architecture for the first phase at the former Earls Court Exhibition Centres site.

    This early phase will include up to 1,300 mixed tenure homes including affordable homes which will be delivered alongside a mix of cultural spaces and offices that will provide opportunities for hundreds of jobs. Construction for this first phase is set to commence in 2025.

    A total of 15 architectural practices were selected to submit ideas and concepts that deliver on ECDC’s four priorities that underpin the vision ‘to bring the wonder back to Earls Court’, which are:

  • Open up the former Exhibition Centre site for the first time in 150 years; Giving back to local communities
  • Provide a showground of world-class ingenuity; Celebrating its legacy and history
  • Create a better piece of city; A blueprint for future generations
  • Address the climate emergency; An ambition to go beyond net-zero
  • Extensive engagement to date has illustrated the importance of creating a place truly welcoming and accessible for all, leading to a commitment to introduce a people-led and nature-based place. Responding to this ECDC has appointed globally renowned Danish practice SLA as the landscape architect across the whole development site.

    The newly appointed architect and landscape architect teams will work alongside masterplanners Hawkins Brown and Studio Egret West to develop detailed designs for the first phase of the emerging masterplan. Ongoing consultation since 2019 has led up to the development of the draft masterplan, with the next phase of consultation starting in the new year, targeting submission of planning applications to both LBHF and RBKC in Q4 2023.

    The successful architectural firms for the first phase are:

  • Sheppard Robson with Serie Architects and dRMM, will deliver the first phase within Hammersmith & Fulham, creating a strong relationship with the neighbouring West Kensington and Gibbs Green Estates and the Empress State building
  • ACME will be responsible for a signature office building at the key entrance to the site on Warwick Road in Kensington & Chelsea. It will re-create a sense of arrival from Earl’s Court Station
  • Haworth Tompkins and Maccreanor Lavington will collaborate to bring forward the first homes within Kensington & Chelsea, with a significant cultural offer, located in the heart of the site.
  • Rob Heasman, CEO of The Earls Court Development Companycommented on the appointments:

    Earls Court completes masterplan land assembly with transfer of TfL depot land

  • Earls Court Partnership Limited has completed the purchase of Lillie Bridge Depot and associated land from Transport for London (TfL).
  • Following the purchase, Lillie Bridge Depot has been leased back to TfL and will remain an operational site supporting the London Underground network while TfL assess if and how functions will be relocated.
  • The land is a key part of the emerging Earls Court masterplan site.
  • Earls Court Partnership Limited, a joint venture between Delancey (on behalf of its client funds) and Transport for London (TfL) has completed the acquisition of Lillie Bridge Depot and associated land. As part of the agreement, Lillie Bridge Depot has been leased back on a peppercorn rent and will continue to be operated by TfL.

    Lillie Bridge Depot is a key later phase of the development which is being brought forward by The Earls Court Development Company (ECDC), which started consultation in 2021. The acquisition of the 15-acre site brings the masterplan area up to 40-acres. The emerging concepts for the area around Lillie Bridge Depot currently foresees the site being used to both support local housing needs and create a new London destination for food and maker spaces on the site, re-using and building on the remaining parts of one of the original Lillie Bridge Depot buildings.

    Located close to West Kensington Station in the northern part of the Earls Court development site, the sale and leaseback of Lillie Bridge Depot enables TfL to continue operations at the depot, which supports the London Underground Network.

    Rob Heasman, CEO of The Earls Court Development Company, said:

    “The acquisition of Lillie Bridge Depot is a very important step forward for Earls Court. Unlocking this final piece of land will enable comprehensive development of the site.

    One of our key priorities is to open up the site to the community and celebrate the area’s legacy of world class ingenuity. The acquisition of the depot land means we are one step closer to achieving this. We look forward to sharing our draft masterplan and the next phase of consultation this winter.”

    Neil Carron, Senior Property Development Manager at Transport for London, added:

    “Lillie Bridge Depot is an important operational site supporting the London Underground network. However, given its strategic role in helping to deliver the development of the Earls Court and West Kensington Opportunity Area, we have recently completed a sale and leaseback option for the site with the Earls Court Partnership Limited. This leaseback will ensure continued TfL operations while we assess if and how the functions carried out there could viably be relocated as part of the redevelopment. Any decisions regarding the depot and its functions are being undertaken in close consultation with staff and trade unions.”

    Ahead of the masterplan launch this winter, ECDC recently re-opened their dedicated consultation space, Conversation Corner. The space has hosted dozens of events for neighbours, community groups, and residents, designed to bring ECDC’s vision for the site to life.     The Earls Court Development Company awards grants to eighteen local organisations as part of their annual £180,000 Community Fund

  • In its second round of funding ECDC has awarded eighteen local organisations grants from its annual Community Fund
  • The Fund aims to support the local community in and around the Earl’s Court area
  • These grants will build upon the help ECDC has provided to the community to date and will allow local organisations to deliver projects and ensure local groups can continue to provide longer term support for the community.
  • The Earls Court Development Company has today announced that eighteen local charities and organisations are to receive grants from the Earls Court Community Fund.

    The total value of the Earls Court Community Fund is £180,000 per year and the Fund aims to support the local community in and around the Earls Court site, in the Royal Borough of Kensington & Chelsea and the London Borough of Hammersmith & Fulham.

    The organisations awarded grants today are dedicated to supporting individuals in the local community, including children and young people, disabled and vulnerable individuals, homeless people and rough sleepers, displaced women and refugees, and old people. Each organisation is committed to tackling issues through education, theatre, sports, wellbeing support groups and much more.

    ECDC received nearly 40 applications with just under £500,000 worth of requests which were assessed by an independent panel, recruited through an open process and comprised of Rebekah Paczek, Director of Public Affairs and Community Relations at ECDC, alongside community stakeholders from both LBHF and RBKC.

    Since acquiring the Earls Court site in 2019, ECDC has committed to making a positive contribution to the local community. The Earls Court Community Fund has already supported local organisations in its first round of funding, which included events, performing arts organisations, children’s holiday activities and workshops, in addition to sporting activities and volunteering opportunities to support vulnerable families, and rough sleepers.

    Recent analysis of the impact of the Earls Court Community Fund in 2021 has found that close to 11,000 people have been supported by the Fund so far, providing over 14,000 meals to people who need them, more than 900 1-to-1 support sessions and supporting close to 200 rough sleepers or people at risk of homelessness in the local area.

    The second round of the Fund will build upon the help ECDC has provided to the community to date which includes ongoing support to organisations such as Dads House, London Sports Trust and Earls Court Film Festival, as well as new organisations.

    Speaking about the announcement, Chief Executive of The Earls Court Development Company, Rob Heasman, said:

    “As a local business, The Earls Court Development Company is proud to play a role in our community. Over the last year, we have seen the incredible impact that organisations have had, through the grant they received from the Earls Court Community Fund. We are therefore thrilled to be able to award another eighteen grants, so that these organisations can continue to support our local communities through the mediums of sport, art, culture and many others.

    Over the next year, we look forward to working with these groups, as well as our partners, to continue to deliver real difference to our local communities.”

    The eighteen organisations that successfully applied for grants for funding in 2022 are:

  • 10th Fulham Scout Group – To provide an enhanced programme of activities for young people in all sections (Beavers, Cubs, Scouts, Explorers) and training of volunteers
  • Action on Disability – To expand Action on Disability's support activities, promoting disabled people to live independently and be confident citizens in Earls Court
  • Barons Court Project – For the Project's morning drop-in service which supports people sleeping rough or at risk of homelessness in Hammersmith and Fulham and the surrounding areas
  • Burnt Orange Theatre – To support the group’s operations for the 2022/2023 academic year, including youth-led theatre production courses and school holiday programmes
  • Community Education Forum – To provide mentoring, academic and pastoral support for children and young people
  • Doorstep Library – To support the library’s weekly visits to 60 children aged 0-11 from 30 families on the Clem Atlee Estate
  • Earl’s Court Community Trust – To provide an 8-piece band for the 2023 summer play
  • Earls Court Youth Club – To provide activities which support families that are experiencing hardship by providing meals and running cooking workshops
  • EQUAL PEOPLE mencap – To offer vulnerable individuals a regular weekly space for 40 weeks a year to come together to experience music and dance
  • Finborough Theatre – For Finborough Theatre's September 2022 live season, which aims to deliver a full programme
  • FOR WOMEN CIC – To give displaced women support, including delivering activities in Ukrainian and Russian to support refugees from the war in Ukraine
  • Minaret Community Centre – To support the Somali and West African community located in Earls Court by delivering wellbeing support groups, mental health first aid training, drop-in counselling, women support groups and signposting services
  • Open Age – To engage older people and tackle loneliness and isolation in venues across the Earls Court opportunity area
  • Response Community Projects – To provide a volunteer at the centre to support the Project’s activities, including sessions for refugees, asylum seekers, older people and those in vulnerable positions
  • Solidarity Sports – To support the Family Den and International Food Night programmes which support local families, carers and children and young people
  • St Andrew’s Church, Fulham Fields – To support the Youth Club with activities including crafts, poetry and specialist football coaching
  • St Cuthbert’s Centre – To support the Centre’s work to tackle food poverty and isolation by providing a nutritious, and free, 3-course restaurant quality meal to the hungry

    The Earls Court Development Company announces the launch of an artist-in-residence community programme

  • A rolling residency will allow a series of artists, who specialise in portraiture, and work in a variety of mediums, to create portrait projects with the local community. The artists will also run art classes and workshops for local groups.
  • An open call to artists has been issued by The Earls Court Development Company. Artists will be paid £3,000 per month for a three-month residency.
  • Artwork created in the programme will be installed around the Earls Court site as a testament to the local community.
  • The Earls Court Development Company (ECDC) is launching an artist-in-residence programme, located in their recently opened Community Hub. The ambition is to produce portraiture of, and with, the community to be installed around the Earls Court site. Providing an artistic record of community members who contribute to this remarkable district.

    To explore the gamut of approaches to portraiture, ECDC will commission artists working in a range of mediums, styles and from diverse backgrounds. The artists will also host art classes and workshops for the community and contribute to educational talks, supported by the ECDC community team and the National Portrait Gallery.

    An independent panel will be shortlisting applications, with the rolling programme due to commence in the autumn. A representative of the National Portrait Gallery will be sat on the interview panel, in addition to other panel members, to be announced in due course. The resident artists will be based in a studio at ECDC’s Community Hub in West Kensington and will be remunerated £3,000 per month. Each residency will last for a period of three months, with a total of four artists per year.

    ECDC will provide events, workshops and community engagement support and aim to offer a related programme which will include art history talks discussing key artists and portraits through history, looking at how the portraiture genre has developed and changed over the centuries.

    “We are delighted to be launching this artist-in-residence programme, which we hope will provide a fantastic platform for creatives to showcase their own talent, and our local communities, through a range of different mediums.     The Earls Court Development Company and Underbelly Festival bring FREE Open-Air Cinema & City Beach to Earls Court

    As Underbelly Festival’s much-loved Udderbelly stage heads up to the cobbled streets of Edinburgh for the Fringe, The Earls Court Development Company is delighted to partner with Underbelly in bringing a new community offering to the site this summer. From 23 July, Underbelly Festival Earls Court will transform into a free public beach, an open-air cinema alongside street food traders, pop-up bars and games for all ages.

    Films in the summer programme include Paddington 2, Sing 2, Encanto, Blade Runner, The Goonies, Spiderman: No Way Home, The Witches, Mary Poppins Returns, Dirty Dancing, JAWS and many more. There will be films for all ages and all tastes.

    Screenings will run at 4pm and 7.30pm every day until early September with additional screenings at 12.30pm at weekends. Customers can watch all films for free with plenty of seating and table service in front the of the giant cinema screen.

    Underbelly Festival Earls Court will also see the return of the outdoor city beach. Guests can soak up the sun reclining on colourful deckchairs, while sipping on an ice-cold beer from Mardibar, or Tarquin Cornish Gin’s must-try drink of the summer – rhubarb and raspberry gin & ginger featuring Lixir ginger ale, fresh mint and fresh juicy raspberries. On the food front, visitors can tuck into artisanal pizzas from DaNapoli, famed for their simple yet delicious tomato based Marinara. For a taste of the sea, Sea Wise, will continue to serve up their fried squid and other fruits of the sea, and for delicious steak sandwiches and burgers, revellers should head to Herd.

    The Earls Court Development Company unveils new artwork on Warwick Road

    The Earls Court Development Company is supporting the Kensington + Chelsea Art Week’s Public Art Trail for the second year in a row, with a new installation at the Warwick Road Apron, opposite the entrance to Earl’s Court Underground Station.

  • The installation, by artist Azarra Amoy, celebrates local artistic stars, past and present, within the Earl’s Court area as part of Kensington + Chelsea Art Week.
  • The Worshipful Mayor of the Royal Borough of Kensington and Chelsea opened the installation with a special event on Thursday 30 June.
  • This latest artwork forms part of ECDC’s ongoing cultural and site activation strategy to bring the site back into use for the benefit of everyone.
  • The Earls Court Development Company is supporting the Kensington + Chelsea Art Week’s Public Art Trail for the second year in a row, with a new installation at the Warwick Road Apron, opposite the entrance to Earl’s Court Underground Station. The Worshipful the Mayor of the Royal Borough of Kensington and Chelsea opened the installation at a special breakfast event on Thursday 30 June.

    This year will see Azarra Amoy present ‘Stars of Earl’s Court’ at Warwick Road, a huge 39-metre mural celebrating artists, past and present, who lived and worked in the area. Including suggestions from local people through a public call, the mural features local legends, including visual artists such as Duggie Fields, important groups once frequenting the famous Troubadour music venue such as the Black Panthers and Bob Dylan, but also perhaps less obvious personalities who are equally important. Visitors will be able to become a star themselves with the selfie section of the mural – perfect for Instagram!

    Last year ECDC supported the installation of ‘The Pleasure Garden’ at the Warwick Road Apron, which saw a mural inspired by local wildflowers, alongside a sculptural structure and a floor design, echoing the Pleasure Gardens popular in the area during 18th century.

    Speaking about the return of the Kensington + Chelsea Art Trail, Sarah Gaventa, Creative Director of ECDC, said:

    “The vision of The Earls Court Development Company is to bring the wonder back to Earls Court, and bringing world-class art here is a step towards that vision. This installation forms a key part of our cultural engagement with festivals, workspace, and bigger projects to be unveiled later this year.”

    Bringing the Kensington + Chelsea Art Trail back to Earls Court is part of ECDC’s commitment to bring life back to the site, following last month’s launch of the Underbelly Festival and announcement of a new Community Hub on Aisgill Avenue. The opening of the ‘Stars of Earl’s Court’ is just one of the things happening at Earls Court, with more events taking place throughout the year.

    Throughout July, ECDC are opening their new pop-up consultation space called ‘Conversation Corner’ on 26 Lillie Road. Open Thursday-Saturday every week in July, it will allow people to pop in for a chat and view updated information about plans for the site and crucially give their feedback. ECDC will also be going out into the community to speak to people throughout the month, this will include a weekly Wednesday afternoon pop-up in Earl’s Court Station, as well as West Kensington and West Brompton Stations, two family fun days and two pop-ups in local markets.

    Consultation launched on emerging concepts to ‘bring the wonder back’ to 40-acre Earls Court site

    In our latest phase of consultation with the community, we are presenting the feedback gained from that engagement, sharing our emerging concepts to deliver the vision. There was a clear response to focus on three key areas:

  • Make a place for everyone with green and open spaces to enjoy.
  • Create space for culture to reflect the site’s legacy.
  • Support jobs and investment lacking since the exhibition halls closed.
  • The emerging concepts unveiled today form the basis of future plans that seek to create something truly outstanding, resilient and adaptable, befitting of this extraordinary and strategically important part of our capital city. Championing innovation will be central to plans to genuinely reflect the seismic changes which are continuing to impact how we live, work and spend time.

    As part of an ambition to go beyond net zero, these plans focus on celebrating and retaining key structures on the site. This includes an idea to re-purpose the existing deck over the West London Line (known as “The Table”) – which could become the heart of a major flexible green open space – and looking to create a special feature of the Lillie Bridge Depot Building as a potential London destination for markets and maker spaces.

    Earls Court was a place of global wonder and discovery and the ambition to lead through innovation, ingenuity and entertainment provides inspiration to this day. With an aspiration to embrace this legacy, we are also exploring how a new world-class cultural offer could be layered through the site. This would form part of a truly forward-looking mixed-use community, with a range of workspaces for over 12,000 jobs, alongside the delivery of around 4,500 homes of different tenures including low-cost rental and affordable homes.

    We are committed to speaking and listening to as many residents as we can about our evolving proposals to ensure the plans are as inclusive as possible. As part of this, we have launched a dedicated youth engagement programme, ‘The Earls Court Futures Programme’ and a Public Realm Inclusivity Panel which seeks to engage individuals, that usually don’t have their voices heard in consultation (for example young people, those with disabilities and older people).

    This next stage of consultation launches on 25 June with retail space on Lillie Road named ‘Conversation Corner’ brought back into use, alongside masterplanning workshops, community fun days, pop-up at tube stations and local markets, and an online survey.     Creative workspace redevelopment in collaboration with The Earls Court Development Company.

    Projekt is working with The Earls Court Development Company (ECDC) to turn six derelict Victorian Townhouses into 8,500 sq ft of work space for creatives and innovators, who live and/or work in Hammersmith & Fulham and Kensington & Chelsea. This initiative starts the process of curating a creative commercial heart to the site.

    Due to open in May 2022, Empress Studios occupy the eastside of Empress Place owned by ECDC. The westside offers accommodation for key workers and those on low income.

    Planning permission has been granted for upwards of 30 new spaces, that will be created to provide affordable studio and office spaces supporting the arts and science industries. An open call application will be issued for new tenants via www.empress-studios.co.uk and is aimed particularly at creatives from the surrounding area.

    The successful applicants will be welcomed into this burgeoning community, as part of the wider vision for Earls Court. This will include link-ups and discounts with other nearby businesses to support the local economy, and the opportunity to showcase their products/ work at the local pop up shop on Lillie Road.

    Opening up the Earls Court site

    We know there has been a strong desire locally to see the empty Earls Court land put to good use and to benefit the area, and since taking over the site we have worked hard to make this happen.

    We have been delighted to bring London Wonderground to Earls Court and we are also opening up spaces that were left empty or derelict by the previous owners.

    Addressing the frustration at a long-standing empty site has been a priority. We are delighted to have brought the London Wonderground to Earls Court, which opened on 15 July. Entry is free and tickets for the events programme can be purchased at www.londonwonderground.co.uk.

    We are also supporting the Kensington + Chelsea Art Trail with the launch of The Pleasure Garden at the space opposite Earl’s Court tube station (which we call Warwick Road Apron). A consultation has been launched on the next phase for this space which we intend to keep as an active and engaging space – which can be viewed on our website here.

    We are addressing the issue of empty buildings on Empress Place, working with Lowe Guardians to begin the process of reinstating the houses and providing low-cost homes at both Empress Place and the former Seven Stars pub. The first residents have already moved in.

    We have also begun the process of repurposing the building, established by the previous owner as a Replacement Homes Suite, as a community hub, starting with a community engagement process to seek views on how this can best be used. You can view our consultation website here.
